Before buying a used car, do more than inspect its appearance or rely on the seller’s description. Compare the documents with available official information, and pause when something does not match. This is general information checked on 23 September 2026; it does not replace a review of a particular transaction.
1. Compare the car with its documents.
Ask for the registration certificate, VIN, registration number, and the seller’s details. Compare the documents with the markings on the vehicle. If the seller is not the registered owner, ask for the basis and authority for the sale. Technical condition should be checked separately by a relevant specialist.
2. Check available history through official services.
The gov.kz portal says the “vehicle history” service may show the date of initial registration in Kazakhstan, the number of previous owners, and pledges or encumbrances. Separate official services may provide, for example, information about collisions involving death or injury, fines, technical inspection, and an insurance policy. The available fields depend on the particular service; a result does not confirm that every risk is absent.
3. Treat a pledge, restriction, or search notice as a separate issue.
If the history shows a pledge or encumbrance, ask the seller for documents showing its basis and its release or termination. Kazakhstan’s Law on Registration of Pledges of Movable Property regulates the recording of such pledges, including pledges involving vehicles. The presence or absence of a record must be assessed together with the current official register and transaction documents; one service screen is not a legal review.
4. Compare the history with the seller’s explanation.
A mismatch in the VIN, owner count, registration dates, vehicle status, or documents is a reason to pause payment and transfer of money. Do not pay a non-refundable deposit until the documents, the seller’s authority, and the contract terms are understood.
5. Put the transaction terms in writing.
The contract should identify the vehicle, the parties, price, payment and handover process, and known information about status and encumbrances. The wording should match the real transaction; review its effect before signing.
6. Seek legal review if records do not match, the vehicle is wanted or restricted, a pledge appears, the seller refuses verification, or the transaction involves import, a pledge, rental, or leasing.
In the first WhatsApp message, briefly describe the issue and list the records you have. Do not send identity documents or complete financial records until a secure transfer method is agreed.
